IMER was dreamt initially by Capt. Prafulla Ranjan, duly supported by Capt. Sanjay Kishore & Mr. R. P. Singh and Capt. Salil K. Mishra who formed a Private limited Company named "Institute Of Marine Education And Research Pvt. Ltd.
